We are seeking the right individual with an exceptional skill set to join our staff. Position duties, title, and salary will depend upon qualifications.

SUMMARY
Accounting Manager: Provides day-to-day guidance and supervision to the finance department including utility billing, accounts payable, payroll, and budget management. Analyzes City of Golden financial and budget information. Prepares financial reports for the City of Golden Finance department including budget and Comprehensive Annual Financial Report (CAFR.)

Assistant Finance Director: Additional duties include guidance and supervision of sales tax auditors and program; debt management; monitoring investments;

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Accounting Manager:
Prepares and manages the preparation of accounting reports and financial information including the Comprehensive Annual Financial Report and other internal and external reports. Ensures compliance with applicable laws and accepted practices and guidelines.

Oversees and coordinates efforts to close the City’s accounting records at year end and prepare reports as needed for the City’s annual audit. Works directly with the City’s audit firm throughout the year. Rejects or accepts audit recommendations and answers related questions.

Monitors design and proper functioning of internal control policies and procedures, and compliance with the City’s purchasing and payment policy. Responds to questions, provides training, determines needs, and prioritizes responses for city staff and citizens regarding various accounting issues.

Compiles and analyzes financial information to prepare entries to accounts such as general ledger accounts and documenting business transactions. Posts journal entries, adjustments, and reconciliation of accounts.

Analyzes financial information detailing assets, liabilities, and capital; prepares balance sheet, budget and revenue reports, and other reports to summarize current and projected organization financial position. Provides information to financial users for the preparation of special one time reports or other ongoing custom reports as needed.

Analyzes records of present and past operations, trends and costs, estimated and realized revenues, administrative commitments, and obligations incurred to project future revenues and expenses.

Documents revenues and expenditures expected and submit to management. Advises management on matters such as effective use of resources and assumptions underlying budget forecasts.

Interprets budgets to management. Assists the City Manager’s office and other city departments in the preparation of the City’s annual budget including revenue and expenditure projections; provides summary data on revenues, other resources, and expenditures.

Responds to inquiries from citizens, City Council, management and other city employees. Provides training on the City’s financial accounting software to city employees. Audits contracts, orders and vouchers, and prepares reports to substantiate individual transactions prior to settlement.

Devises and implements systems for general accounting.

Provides mentoring guidance, training, scheduling, and evaluation of accounting staff.

Assistant Finance Director:
Interprets the Sales Tax Code and communicates with citizens, taxpayers and businesses regarding sales tax issues. Reviews and approves sales tax audit schedule and provides directions on issues during the audit process. Serves as hearing officer on license revocation hearings.

Provides mentoring guidance, training, scheduling, and evaluation of sales tax auditors and staff.

Maintains the City’s cash balances. Coordinates investment maturities with the City’s external investment managers ensuring compliance with the City’s investment policies. Meets all necessary cash flow needs and maintains investment accounting records.

Debt management duties include monitoring the City’s required bond payments and maintaining the accounting records.

May prepare and deliver presentations to City Council and management.

Assumes duties of Finance Director in his/her absence.

Other duties as assigned.

SUPERVISORY RESPONSIBILITIES
Directly supervises assigned accounting and finance staff. Carries out supervisory responsibilities in accordance with the organization\'s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND/OR EXPERIENCE
Bachelor\'s degree in Accounting, Business or related field. MBA, MPA, CPA, or CPFO preferred. Minimum five years related finance/accounting experience with three years proven supervisory experience. Understanding of Governmental accounting standards preferred. Governmental accounting experience strongly desired.

LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to management, city council, public groups, and/or board and commissions.

MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of general accounting principles. Ability to prepare and analyze complex organizational budgets. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS
Valid Driver’s license w/good driving record.
Certified Public Accountant or Certified Public Finance Officer preferred.

OTHER SKILLS AND ABILITIES
Excellent interpersonal skills. Strong supervisory skills. Ability to work independently with little to no supervision.
